现代英语在全世界的流用层次可以分为：
（a）母语（Mother tongue）：以英语为母语的国家共有英国、美国、加拿大（含有法语）、澳大利亚、新西兰等，使用人口约为3.5亿人。
（b）公用语（Second language）：以英语为公用语的国家遍及五大洲，全是英国以前的殖民地和美国的托管地，使用人口据估计（以日用语可通为基准）约为25亿人。在这25亿人中，英语的使用能力达母语标准者约为6000万人。
（c）外国语：除了（a）（b）两项外，全世界的其他的国家几乎全部都以英语为第一重要的外国语言列入学校教育系统中以必修科目或选修科目提供学生学习。仅就欧洲各国，依据1991～1992年对15岁～24岁年龄群的青年学生所做的调查，以英语为第一重要外国语在进修者高达83%。又据估计，以英语为外国语，但其说、写、读程度流畅者超过1亿人。
C．现代英语的应用
依照现代语言应用价值的评定准则，即文化、教育、经济、政治、科技、交通、传播媒体等各方面在全世界的影响广度和深度来评量，在当今的世界上没有第二种语言能与英语相提并论。
文化：每年代表人类知识和思想的出版物，以英语出版者占全世界出版量的一半以上。
教育：全世界正规的综合大学几乎没有一所不开设英文系或研究所，而从事于英语的研究工作之学生或学者人数之多，绝非其他的语言所能望其背者。
经济：全球的贸易活动以及影响人类生活的经济活动都以英语为主导。
政治：联合国虽然认定中、英、法、俄、西班牙等五种语言为世界五大语言，但是联合国的事务执行皆以英语为第一优先语言。世界各国之间的政治性声明、会谈、协议皆以英语为正本。
科技：全球的科技活动以及资料以英语为主导者据估计约占70%。就以当前最先进的Inter-Net，不懂英语即等于文盲。
交通：俄罗斯的民航机要进入埃及首都开罗的机场，德航班机飞进日本航管区，他们用来交换航讯的语言并非俄语、德语或日语。他们必须全使用英语。海上交通亦然。
传播媒体：全球五大洲，无论所处的地方英语的身份为母语、公用语或外国语，都有英语的报纸或杂志在发行或流通，广播电台或电视台都有英语的节目在播出，转播，或受到收听收视。
综合以上所列各项，英语已不容置疑地被当今世界公认为当今世界上应用面最广，应用价值最大，应用效能最高的世界语。
